Na verdade eu nao tenho o PHB aqui para pegar e ver se é assim mesmo, mas se não me engano a tal descrição puramente mecânica não tem nenhuma linha de fluff. E enquanto todos sabem que isso é ótimo para deixar as regras mais claras, há um porém: essa é a parte do texto que mais importa, e é, portanto, a mais lida. Eu costumo nem ler o fluff. Só que se eu só leio a parte mecânica, vou ficar com a impressão que o livro nem ao menos tem aquele fluff. Se a descrição da mecânica fosse mais floreada, não ficaria essa impressão.

A fireball spell is an explosion of flame that detonates with a low roar and deals 1d6 points of fire damage per caster level (maximum 10d6) to every creature within the area. Unattended objects also take this damage. The explosion creates almost no pressure.
You point your finger and determine the range (distance and height) at which the fireball is to burst. A glowing, pea-sized bead streaks from the pointing digit and, unless it impacts upon a material body or solid barrier prior to attaining the prescribed range, blossoms into the fireball at that point. (An early impact results in an early detonation.) If you attempt to send the bead through a narrow passage, such as through an arrow slit, you must “hit” the opening with a ranged touch attack, or else the bead strikes the barrier and detonates prematurely.
The fireball sets fire to combustibles and damages objects in the area. It can melt metals with low melting points, such as lead, gold, copper, silver, and bronze. If the damage caused to an interposing barrier shatters or breaks through it, the fireball may continue beyond the barrier if the area permits; otherwise it stops at the barrier just as any other spell effect does.

Pessoalmente, prefiro uma coisa mais enxuta como na 4e, onde temos a representação mecânica fixa e você pode preencher as lacunas ou dar reskin.
Porém, a abordagem simulacionista da 3e, que procura preencher o máximo possível de informações "de mundo" ao redor do efeito (não faz pressão, pode detonar antes de atingir o alvo final, objetos sem dono tomam dano, combustível pega fogo, barreira que cede faz com que a magia continue fazendo efeito) é algo que agrada, e muito, esse tipo de público.
Especialmente porque essas informações "de mundo" só estão ali para responder as perguntas de jogadores que utilizam magias para fazer "coisas" além do que deveriam, como "vou usar bola de fogo pra empurrar", "posso derreter o ouro do cara com bola de fogo" e
outras coisas, que, etc etc etc classes sem magia não fazem chutar cachorro morto.
Acho que a mudança mais óbvia ainda é a redução de alcance. 3 metros de explosão com alcance de até 120 metros + 12m extra/nível pra uma explosão de 4,5 metros num alcance máximo de 30m é BASTANTE diferença.
